The Bay City Redevelopment Department is responsible for the administration of the Community Development Block Grant (CDBG) Program and the HOME Program funded through the Department of Housing and Urban Development (HUD). The CDBG program is a federal program that enables communities to receive an annual grant.
Its primary objective is the development of viable communities, which are to be achieved by providing decent housing, suitable living environment and expanded economic opportunities, principally for persons of low and moderate income. Funding is made available to the city following submission of an acceptable annual plan to HUD.
Prior to submission of the annual plan, the city must hold hearings and sessions to obtain citizens' views on community development and affordable housing needs. The redevelopment department administers the emergency housing repair program and the cdbg sidewalk program with cdbg funding. The intent of the Emergency Rehabilitation Program is to provide emergency repairs to low- and moderate-income, owner-occupied households within the City of Bay City.
The CDBG Sidewalk Program provides sidewalk replacement to homeowners that are at 80 percent or below area median income in the form of a grant.
