I need payment my Rent , but no have money because coronavírus

Hello my name is dymond I was in need of rent assistance on my rent I'm not working due to covid19 I been out of work since mar23 still have not been to work I'm behind on my rent $145 that's all I owe now can I please get any help.
I don't have any running water my pipe broke under my crawl space and it's been hard to find a plumber to fix it for me, the house is old and it's rotting away I'm on SSI disability and I was wondering if I can get some help finding another place

Dhs worker told me they only help if you have a eviction notice, I think it’s backwards, why not help a person avoid that knowing a eviction will stop you from getting a home as well.
